Job Summary
Under the supervision of the Appraisal and Mapping Administrator or other senior appraisal staff, the Appraiser I performs field appraisals. Sets values for all types of residential, farm, and light commercial properties located within the taxing jurisdiction. Assists in county wide appraisal program. Prepares revisions of property appraisals and estimates market values interviews property owners to explain property appraisal methods and techniques. Performs other duties as assigned by supervisor.
Job Functions
A. Field Appraisal: Drives to properties to conduct appraisal work. Notes all new construction using property record cards (PRC’s) and property maps. Measures new additions to houses and other buildings. Notes new additions to existing dwellings and other structures. Deletes from PRC’s any dwellings or buildings which have been torn down or burned. Notes excessive building depreciation. Measures new buildings and makes sketches. Reprices land that has been changed from an unimproved parcel to an parcel.
B. Miscellaneous: Performs calculation on dwellings, barns, and other structures. Makes scaled corrections and additions to PRC’s. Prices land, which has been split from parent parcel. Reprices all parent parcels which have had a line or acreage change. Organizes parcels for field review. Explains calculation of taxes and property values to taxpayers.

Qualifications
Knowledge, Skills, and Abilities:
Knowledge of mathematics to include addition, subtraction, multiplication, division and percentage as needed to compile construction cost data, measure buildings, calculate property record cards, calculate land and building areas, market values, assessed values and taxes.
Knowledge of current laws, methods, procedures and practices of real property appraisal as outlined in the Alabama Real Property Appraisal Manual.
Knowledge of county mapping system and land values throughout the county.
Knowledge of building construction cost.
Knowledge of Probate Judge’s office concerning deeds, mortgages, and covenants.
Skilled in English, math and spelling.
Ability to communicate in writing to include proper usage of English, grammar, punctuation, spelling, and business writing to prepare letters, memoranda, reports, and forms.
Ability to communicate orally with individuals such as coworkers, taxpayers, taxpayer agents, government officials and attorneys in order to obtain and provide information.
Ability to read and comprehend maps, records, deeds, financial reports, and other correspondence.
Ability to file documents and records.
Ability to establish and maintain effective working relationships with taxpayers and coworkers.
Ability to operate standard office equipment including calculator, fax machine, and copier.
Ability to operate a computer and software such as database, spreadsheets, and word processing as needed to analyze and compile data.

Work Conditions:
An Appraiser I will be required to work in office conditions as well as outdoors.
Education and Experience Requirements:
Minimum of two years of college level courses (Associate Degree Preferred) in business administration, accounting, taxation, law, property valuation or related fields. Prior appraisal training and/or closely related experience may be considered in lieu of college education.
Must have successfully completed the following: Alabama Department of Revenue Property Tax Education and Certification Program Courses: Alabama IIA – Alabama Appraisal Manual (Residential and Agricultural Properties) and IAAO 101 – Fundamentals of Real Property Appraisal.
Must have a minimum of 18 months of real property appraisal experience.

Shrubbery Maintenance Services
Notice to Bidders:
Sealed proposals will be accepted by the Perry County Commission until 4:30 p.m. on Wednesday, December 3, 2025, at 300 Washington Street, Suite 103, Marion, Al 36756, for all labor, material, and services to perform shrubbery maintenance services, and all other work as may be necessary to complete the contract in accordance with the plans and specifications. Proposals received after this time will not be accepted.
Purpose:
The Perry County Commission is seeking bid proposals for Shrubbery Maintenance Services at Perry County Commission owned properties. The successful contractor will enter into a service contract for a period of one (1) season. Materials and workmanship shall conform to the specifications and documents, contained herein.
Sealed proposals are due at 300 Washington Street, Suite 103, Marion, Al 36756, by 4:30 p.m. on Wednesday, December 3, 2025. Proposals must contain the full name, address, and phone number of the party or parties submitting the proposal. Time of work to be determined. Weather conditions will determine specific start and end dates each year. All employees and/ or persons performing work under contract must be 18 years of age or older.
INSTRUCTIONS TO BIDDERS:
- Bidders are cautioned to carefully review the site and all parts of the Contract Documents made available to each bidder, including, but not limited to, the Notice to Bidders, Instructions to Bidders, and Bid Form.

Central Standard Time on December 12, 2025, to determine whether consent should be given to Central Alabama Electric Cooperative (“Petitioner”) to borrow from the National Rural Utilities Cooperative Finance Corporation a loan in a maximum principal amount of $88,500,000 to finance:
(i) capital improvements to portions of Petitioner’s broadband fiber optics system and related equipment and capital improvements thereto, and
(ii) capital improvements to Petitioner’s electric distribution system pursuant to its work plan.

GENERAL SPECIFICATIONS
THE INVITATION PACKAGE
Notice is hereby given that Perry County shall receive bids for Residential Solid Waste Collection and Disposal, at the Perry County Commission Office, 300 Washington Street, Suite 103, Marion, Alabama 36756 until 4:00 p.m. on Monday, December 8, 2025.
Time is of the essence in submitting bids and only bids received by the Perry County Commission by the deadline will be considered. Bidders and other interested individuals are invited to attend the bid opening and awarding on Monday, December 8, 2025 at the scheduled commission meeting at 6:00 p.m. or soon thereafter.
Each invitation for Bid Number: PC-53-2025-A01 includes: the invitation to bid, written bid specifications and bid submittal forms to be used in submitting your bid. Bidders should verify that they have received all pages of the invitation package. If there are any omissions, the bidder should contact the County by mail, fax, or email to request the missing pages. It is the responsibility of the bidder to make this request in sufficient time to prepare and submit the bid in time for the bid opening.
Bidders should carefully read and comply with all parts of the invitation package, including all attachments.
PREPARING AND SUBMITTING BIDS
All bids must be typed on the attached Bid Submittal Forms. Bids submitted in pencil and bids not submitted on the Bid Submittal Forms will not be considered. Only information contained on the attached bid form or otherwise requested or required will be considered in evaluating bids.
Each bid for PC-53-2025-A01 included in bid package must be submitted on the Bid Submittal Forms and forwarded in a separate sealed envelope with the bid item and item number clearly identified on the outside of the envelope. Facsimiles and emails will not be accepted.
Bids submitted by “Express/Overnight” services must be in a separate inner envelope or package sealed and identified as stated above. All bids must be received in the County offices prior to bid opening. Bids received after the deadline will be returned unopened.
Bid Bond Required: Cashier’s check drawn on an Alabama bank or bid bond executed by a surety company duly authorized and qualified to make such bonds in the State of Alabama. All bids of $15,000 or more must be accompanied by a bid bond or certified check in the amount of 5% of the total bid amount. It will be payable to Perry County Commission. Any forfeiture of the bid bond will be in accordance with Alabama’s Bid Law. Otherwise, the bid bonds will be returned to the bidders in the order of them being awarded to a different bidder (or no bid award), the successful bidder is providing service as requested in accordance with this bid request, or the terms of the bid request have lapsed. Failure to comply with this requirement will be considered grounds for rejection.

The Quality Housing and Work Responsibility Act of 1996 requires all Public Housing Authorities to develop a Public Housing Agency Plan for (Five) 5 years and an Annual Plan beginning with the year 2000. The purpose of these plans is to advise the U.S. Department of Housing and Urban Development, our residents and members of the general public of our overall mission, goals and objectives for serving the needs of low-income and very low-income families in the area.
Modernization work performed is new kitchen cabinets, new floor tile throughout the units (2 and 3 bedrooms) at Lincoln Heights, new wiring, new carbon monoxide detectors, new bath retrofit (new bathtub), plumbing, new painting, etc.
The Housing Authority has adopted a NO SMOKING POLICY and MUST BE 25 FEET AWAY FROM HOUSING AUTHORITY PROPERTY.
The Five (5) year and Annual Agency Plan covering 2025–2030 is currently being developed and all relevant policies and pertinent planning materials are available for review at the Housing Authority Office located at 102 Cahaba Heights. This information is subject to public comment during regular business hours of the Housing Authority.
You are invited to review this information and give your comments and suggestions. A public hearing on the plan will be held by the Board of Commissioners as referenced above. All public comments will be considered by the Commissioners for inclusion in the plan.
